随着我国经济的发展,危险废物的产生量逐年增多,2017 年全国危险废物产生量为6936.9 万吨,达到峰值,2018年产废量为4643万吨、2019 年产废量为4498.9万吨,呈现下降并稳定略减的趋势。
按照《国家危险废物名录》(2021年版),危险废物分46个大类,包括467个品种,包括工业危险废物、医疗废物和其他社会源危险废物等,工业危废 80 %来源于化工、电子、机械等制造业和热电、通讯、冶炼等行业。截至2019年底,全国危险废物(含医疗废物)许可证持证单位核准收集和利用处置能力达到12896万吨/年;2019年度实际收集和利用处置量为3558万吨/年。

危废处置作为《第十四个五年规划和 2035 年远景目标纲要》中明确实现碳中和的宏伟目标中重要的一环,势必需要解决切实问题,在相关政策日趋严格以及制造业工艺技术不断发展前提下,危废的处置将呈现以产业基地为中心的集中处置,将更加重视资质的利用效率,以源头控制为主,鼓励综合利用、资源化循环利用。危废的减量化及循环利用将通过提高处置技术(无害化与资源化)来实现,那么技术优势领先的经营单位将具有强的市场竞争力。
在预处理方面,以精准处理危废为目标,结合后期处置工艺,开发自动化处理装备,提高分析检测仪器精度,提高处置效率;在资源化利用方面,加大投入进行资源化利用技术开发,突破废酸废油污泥等回收的瓶颈技术,提高资源化产品品质及收率。
